CHIEF EXECUTIVE OFFICER
Norway Charlotte Smith
President and CEO

     Care and Dignity Services was founded in 2008; by the President and CEO, Charlotte Smith and her husband Danny Smith. Mrs. Smith provided professional services, for the Arizona State Child Protective Services (DCS) for 26 years and she has a Master of Social Work Degree (MSW).
     Her professional experience allowed her to work with vulnerable, at risk populations which included children and adults. She provided services and advocated for children, adults and families. She is familiar with different counseling and crisis agencies in Arizona, such as Jewish Family, Southwest Behavior, Devereux and TERROS etc. During her tenure as a social worker, She was exposed to both children and adults with major DSM diagnosis, medication prescriptions and recommended treatments.
     She has worked with Neurodevelopmental such as Autism, Attention Deficit/Hyperactivity Disorder. Major Personality disorders such as Schizophrenia, Bipolar Depressive etc. Mrs. Smith provided services to the Division of Developmental Disabilities (DDD) population and was trained on specific needs of DDD member services. Her professional experience with case management and direct services through volunteering in a group home setting, allotted Mrs. Smith the ability to further develop skills to provide services and advocate for the DDD population. Mrs. Smith presently has five group homes.

Director of Operations

     The Director of Operations (DO) supervises high-level managers while reporting to the CEO/Owner.

     As Director of Operations Mr. Parker is responsible for defining, implementing and revising operational policies and guidelines for the facilities. He has expert knowledge of State regulations to include adherence of member rights
